Commonwealth and Development Affairs, what assessment was made of the potential impact of Lord Mandelson's shareholdings in Global Counsel on his suitability to be appointed as UK Ambassador to the United States prior to that appointment being made.

I refer the Hon Member to the Government's statement and release of information on 11 March, providing an update on the response to the Humble Address. The Government is working to ensure that Parliament's instruction is met with the urgency and transparency that it deserves.

Commonwealth and Development Affairs, further to the Part of a Return to an Address of the Honourable the House of Commons dated 4 February 2026 relating to the appointment of Lord Mandelson as HM Ambassador to Washington, Volume 1, HC1774-I, 11 March 2026, whether the Permanent Under-Secretary had discussions with Lord Mandelson, when Ambassador to the United States, about the Epstein files released by the United States Department of Justice.

Commonwealth and Development Affairs, with reference to Questions 261-263 of the oral evidence session of the Foreign Affairs Committee entitled Oral evidence: Work of the Foreign, Commonwealth and Development Office, HC 385, 3 November 2025, if she will list the specific measures that were put in place with Lord Mandelson in relation to his Global Counsel shares and clients.

I refer the Hon. Member to the Government's response to the Urgent Question tabled on 12 February, the Written Ministerial Statement in the name of the Chief Secretary to the Prime Minister that same day, and Oral Statement on the 23 February which set out an update on the Government's process. Commonwealth and Development Affairs, pursuant to the Answer of 13 November 2025 to Question 88303 on Prime Minister: Correspondence, what progress he has made on responding to the correspondence of 15 August 2025 from the Rt hon. Member for Brentwood and Ongar on Lord Mandelson.

Commonwealth and Development Affairs, pursuant to the Answer of 8 January 2026, to Question 101383, on Government Actuary's Department: Freedom of Information, which department commissioned the Government Actuary's Department to make the calculations to discount the £34.7 billion cash term costs using (a) the GDP deflator and (b) social time discounting methodology; and which public body decided to use the social time methodology.

As set out in the Explanatory Memorandum to the UK-Mauritius Treaty, the Foreign, Commonwealth & Development Office (FCDO) and Ministry of Defence (MoD) calculated the forecast costs of the deal by discounting the sums due to be paid to Mauritius over the duration of the treaty, using the standard Social Time Preference Rate (STPR) as set-out in the Treasury's Green Book. The average annual cost was calculated by applying the Office for Budgetary Responsibility forecast GDP Deflator to the future payments. The Government Actuary's Department was commissioned by the FCDO to review the calculations, which GAD verified at time of signature. In addition to this, the House of Commons Library verified these figures, and the Office for Statistics Regulation welcomed the Government's approach and said that it is in line with intelligent transparency. The Office for Budget Responsibility also confirmed that the discount rates were correct at the time of publication.

Commonwealth and Development Affairs, when he plans to respond to my letter of 15 August 2025 on Lord Mandelson; and when the Government will formally respond to the (a) Stage 1 and (b) Stage 2 complaints in the letter in line with the Cabinet Office’s complaints process.

The deal to secure the base on Diego Garcia is vital for our national security.Our Five Eyes allies - the US, Australia, New Zealand, Canada - as well as India, South Korea and Japan, all put out formal statements welcoming the deal.There are clear safeguards in the treaty, including a clear prohibition to prevent any other foreign security forces, civilian or military - including the Chinese - from establishing themselves on the outer islands.
