Pursuant to the Answer of 25 June 2026 to Question 428 on Members: Correspondence, and with reference to the Civil Service Complaints Procedures, for what reason consideration of a Stage 2 complaint cannot be taken forward by a department if the Stage 1 complaint was considered by a Permanent Secretary; whether there are any provisions to transfer a Stage 2 complaint to a different individual in such circumstances; and who considers complaints about a Permanent Secretary.

Whether the Government plans to offer EU students home tuition fee rates in order to facilitate a new EU/UK agreement.

Most new EU students who were not lawfully resident in the UK before the end of the transition period on 31 December 2020 pay international tuition fees. Changes to tuition fees status for EU students were not agreed at the May 2025 Summit and do not form part of the Common Understanding. We are focussed on implementing what was agreed at the May 2025 Summit.

For security reasons we do not comment on the specific location of individual’s offices. The Prime Minister’s Special Reviewer on Global Finance and Cooperation has access to appropriate office space within the Cabinet Office’s existing footprint if required.

I refer the Hon Member to the Government’s statement and release of information on 1st June, providing an update on the response to the Humble Address. The documents published in the first and second tranches contain the entirety of the documents the Government has available for disclosure, except those being withheld at the request of the Metropolitan police.

With reference to the news story entitled Independent Review of the Use of Non-corporate Communications Channels in Government, of 2 July 2026, whether Professor Sir Anthony Finkelstein is a direct Ministerial appointment.

Professor Sir Anthony Finkelstein’s appointment as the Independent Reviewer of the Use of Non-corporate Communications Channels is a Tier 1 Direct Ministerial Appointment made by the Chief Secretary to the Prime Minister and Chancellor of the Duchy of Lancaster.

Whether any complaints have been made about the conduct of (a) Ministers and (b) special advisers in his Department since July 2024.
