AskedWhat assessment she has made of the potential impact of the full enforcement of Electronic Travel Authorisation checks on travel disruption for British dual nationals; and what steps her Department is taking to ensure airlines, travel agents and affected British citizens are informed of the requirement to travel with a valid British (a) passport and (b) certificate of entitlement.
ReplyUK nationals are not eligible for an ETA. Under UK immigration legislation, the requirement to obtain an ETA cannot be applied to British citizens (including those with dual nationality). A dual British citizen may only evidence their right of abode in the UK, at the UK border, with a valid British passport or other passport endorsed with a certificate of entitlement (CoE) to the right of abode. The Government has worked extensively with a wide range of stakeholders to ensure that this is communicated effectively to carriers, the wider travel sector, and British citizens in ETA-eligible countries. We recognise that this is a significant change for millions of travellers, and that is why we have allowed ample time between ETAs first being introduced in 2023 and the move to enforcement.

ReplyVehicle registration marks are essential for identifying vehicles involved in crime. Individuals engaged in serious and organised crime, terrorism and other high‑harm offending often rely on the UK’s road network to facilitate their criminal activities.We work closely with policing partners, the DVLA and other agencies to understand and mitigate risks posed by illegal or obscured number plates. The Home Office supports efforts to prevent their use and to strengthen ANPR effectiveness through investment and enforcement activity. ANPR remains a valuable tool to help the police tackle crime and keep the road safe. We keep the effectiveness of ANPR use under regular review, to ensure it remains a robust tool for identifying vehicles of interest and those engaged in criminal activities.Comprehensive advice and guidance is available via the National Protective Security Authority (NPSA) and the National Counter Terrorism Security Office (NaCTSO), which includes signposting to a suite of Hostile Vehicle Mitigation (HVM) products and counter-measures. The specialist advice regarding HVM includes up-to-date technical resources and best practice advice regarding their deployment, and is available from these organisations.

ReplyDuring 2024–25, the costs associated with supporting the Government’s Net Zero, sustainability and climate related policies were £196,065.88. These were primarily related to staff time delivering mandatory disclosures and requirements including Greening Government Commitments and the Task Force on Climate-Related Financial Disclosures. This figure comprises of staff salary costs and other costs associated with the online legal register, professional memberships and sustainability training. No direct expenditure was incurred on sustainability initiatives.

ReplyValidated data for the codes requested is not available. Guidance published in September 2024 set out how consanguinity and related information should be recorded however this guidance is not mandatory. Recording of these codes has been undertaken by a small number of NHS trusts to date.

ReplyI refer the Right Honourable Member to the answers I gave on 20 October, 23 October and 5 November 2025 to PQs UIN78707, UIN83374 and UIN85910. The estimated costs of the requirement were assessed and published prior to the introduction of the SAF mandate in January last year. We will monitor the market to update our assumptions where necessary and to inform formal reviews.

ReplyAt Budget 2014 the Government at the time announced that it would introduce a rolling 40-year exemption from Vehicle Excise Duty (VED) for historic vehicles, including motorcycles. This means that currently vehicles constructed before 1 January 1985 are exempt from paying VED. From 1 April 2026 vehicles constructed before 1 January 1986 will become exempt from VED. The Government annually reviews the rates and thresholds of taxes and reliefs to ensure that they are appropriate and reflect the current state of the economy.

ReplyNetwork Rail considers available information on barrier down time as part of the risk assessments it routinely carries out for level crossings with barriers. The Office of Rail and Road, as the independent rail safety regulator for Great Britain, is responsible for overseeing all aspects of Network Rail’s management of its level crossings, including the risk assessments it undertakes, to ensure their continued safe operation.

AskedWhat estimate she has made of the annual cost of extending the statutory concessionary bus travel scheme UK-wide to include all residents aged 19 and under.
ReplyThe Government knows how important affordable bus services are in enabling young people to access education, work and vital services. Concessionary travel is a devolved policy area. The English National Concessionary Travel Scheme (ENCTS) provides free off-peak bus travel to those with eligible disabilities and those of state pension age, currently sixty-six. The ENCTS costs around £795 million annually in reimbursement costs to operators. Any changes to the statutory obligations, such as expanding the eligibility criteria to include under 19’s, would need to be carefully considered for its impact on the scheme’s financial sustainability.The Government has confirmed over £3 billion from 2026/27 to support local leaders and bus operators across England to improve bus services over the spending review period. This includes multi-year allocations for local authorities under the Local Authority Bus Grant (LABG) totalling nearly £700 million per year. Essex County Council will be allocated £59.3 million under the LABG from 2026/27 to 2028/29, in addition to the £17.8 million they are already receiving this year. Funding allocated to local authorities to improve services can be used in whichever way they wish to deliver better services for passengers, which could include introducing new fares initiatives to reduce the cost of bus travel for young people.

ReplyBowel or gastrointestinal long-term conditions are not recognised consequences of caesarean section unless there have been additional complications at the time of surgery such as bowel injury. The Royal College of Obstetricians and Gynaecologists are responsible for the guidance used by healthcare professionals to support discussions with women about planned caesarean sections so that they are tailored to women’s own needs.As with most other forms of surgery there is no specific routine, long-term follow up post caesarean section. However, all women are offered a six to eight week postnatal check up with their general practitioner that will a take holistic view of their physical and mental health. Women should be supported to return to good physical health following childbirth and pregnancy, with ongoing management for conditions that existed before or which arose during pregnancy.
