My fear is a new convention is formed whereby the Lords believe that just because the Commons has approved they cannot challenge and delay.

For better or worse, a chunk of parliamentary procedure is based on the “gentleman’s agreement” approach. We must tread carefully when changing the rules of procedure.

This Bill was in no manifestos & not Govt’ backed. There is no precedent for a PMB to be forced through Parliament.
