Scotland had 12 years to deal with a small number of cases. We're dealing with millions of cases. It's just not comparable to the position in England and Wales.

It had a distinct system based on "heritable" title or outright ownership. The Abolition of Feudal Tenure etc. (Scotland) Act 2000 abolished feudal land tenure but wasn't a leasehold law.
