The payment of Council Tax (Domestic Rates) costs relating to Admiralty House is the responsibility of the Cabinet Office.

The residential accommodation within Admiralty House does not attract Westminster Council’s Empty Property Premium. The property, including the residential flats, are managed and maintained by the Government Property Agency (GPA). The GPA ensures that all rates due (business and domestic) in relation to the property are paid.

There has been no change to the allocation of the flats in Admiralty House since my Noble Friend’s answer of 17 December 2024, Official Report, HL2901.

Admiralty House is a Grade I listed building, and is not an office workspace in the traditional sense. The building contains state rooms, which are used for events, and three flats, which can be allocated at the request of the Prime Minister.This is the same approach to the use of Admiralty House as taken under the previous Government.

As set out in response to question HL5597, the guidance document in question is owned by the House of Lords Appointments Commission and is an internal document for Commission members. When ordering release of the guidance in December 2021, the Information Commissioner decided that some of the information in the document should be redacted in order to protect the integrity of the Commission's vetting process.

We are not able to comment on specific repairs to Admiralty House on security grounds. Admiralty House is a Grade I listed government freehold property and any necessary repairs undertaken have to be compliant with those regulations.

As has been the case under successive administrations, the Prime Minister allocates official residences to ministers, either on the grounds of security or to allow them to better perform their official duties. The Deputy Prime Minister was allocated one of the Admiralty House flats by the Prime Minister. On security grounds, the government does not specify flat numbers.
