What estimate her Department has made of the cost to the public purse of providing an exemption from National Insurance contributions for Indian nationals through the UK-India trade agreement.

The OBR will certify the impact of the trade deal including the Double Contributions Convention in the usual way at a fiscal event, once the deal is finalised and ratified. The agreement to negotiate a Double Contributions Convention was made in the context of the wider deal, which will bring billions into the economy.

The Home Office latest published data on amphetamine, ketamine and MDMA seizures made by the police and Border Force for England and Wales covers the period April 2023-March 2024 and can be found here:https://www.gov.uk/government/statistics/seizures-of-drugs-in-england-and-wales-financial-year-ending-2024The Home Office does not publish the monetary (£) value of drugs seized. What steps her Department is taking to increase access to special educational needs assessments in Lincolnshire.

The department wants to drive a consistent and inclusive approach to supporting children and young people with special educational needs and disabilities (SEND) to achieve and thrive in mainstream settings through early identification, effective support, high-quality teaching and effective allocation of resources.Through a graduated approach, teachers are responsible for monitoring the progress of all pupils and putting support in place where needed. Where a child who has special educational needs (SEN) needs more support than their school can usually provide, schools, parents or carers can ask the local authority to carry out an education, health and care (EHC) needs assessment.Local authorities must conduct EHC needs assessment if a child or young person has or may have SEN and it may be necessary for special educational provision to be made in accordance with an EHC plan.The department recognises the critical role of educational psychologists within the SEND system, including their statutory contribution to EHC assessments. The department is investing over £21 million to train 400 more educational psychologists from 2024, building on the £10 million currently being invested in a cohort of over 200 trainees who began their training in 2023. Trainees will join the workforce to support the capacity of local authority educational psychology services, including in delivering assessments.A joint local area SEND inspection of Lincolnshire Local Area Partnership (LAP) was undertaken by Ofsted/CQC in February 2025, and the report is expected to be published imminently. Following publication, the LAP will be required to update their strategic plan, and the department’s regional team will put in place systems to track outcomes against any areas for improvement identified by inspectors, and the progress made by children and young people with SEND.

What recent assessment has he made of the adequacy of access to emergency dentistry in South Holland and the Deepings constituency.

The Government plans to tackle the challenges for patients trying to access National Health Service dental care with a rescue plan to provide 700,000 more urgent dental appointments and recruit new dentists to the areas that need them most. To rebuild dentistry in the long term, we will reform the dental contract with the sector, with a shift to focus on prevention and the retention of NHS dentists.The responsibility for commissioning primary care services, including NHS dentistry, to meet the needs of the local population has been delegated to the integrated care boards (ICBs) across England. For the South Holland and the Deepings constituency, this is the Lincolnshire ICB. ICBs have been asked to start making extra urgent dental appointments available from April 2025. The Lincolnshire ICB is expected to deliver 12,017 additional urgent dental appointments as part of the scheme.

How many of the new school-based nurseries will be in (a) South Holland and the Deepings constituency and (b) Lincolnshire.

Reply

Under the school-based nurseries capital grant for 2024 to 2025, schools could apply to create or expand school-based nursery provision. This first phase funded 300 projects to make high-quality childcare more available and accessible for families, delivering on our Plan for Change to ensure a record proportion of children start school ready to learn. Seven schools received funding in the Lincolnshire local authority. Four schools will be opening new, school-run nurseries. There will be two in South Holland and The Deepings, one in Sleaford and North Hykeham, and one in Lincoln. The remaining funded projects are for expansions of existing nurseries. One in Boston and Skegness, one in Rutland and Stamford, and one in Gainsborough. The Government's National Policy Statements for energy infrastructure encourage projects to deliver biodiversity net gain. National Grid Electricity Transmission, the developer of Grimsby to Walpole, have committed to deliver at least 10% biodiversity net gain on their construction projects.

Food and Rural Affairs, whether he has had recent discussions with the Secretary of State for Housing, Communities and Local Government on long term funding solutions for the internal drainage board.

Defra officials are in regular contact with MHCLG officials regarding internal drainage boards (IDBs) and are working together, along with the IDB sector and local authorities, on a new research project. This project will review IDBs’ funding and costs, including considering whether any changes are needed to the IDB funding model. The review is expected to start this summer and will last for around a year. Once it has concluded Defra and MHCLG will consider the findings carefully.

According to the latest information published by Ofcom outdoor 4G coverage In South Holland and the Deepings, from all four operators, currently stands at 96% and coverage from at least one mobile network operator is almost 100%. Consequently, there will not be any further coverage improvements from the Shared Rural Network in South Holland and the Deepings, and no Shared Rural Network projects are underway.

The Supreme Court ruling made it clear that the provision of single-sex spaces is on the basis of biological sex. Providers and Government Departments should note and follow the ruling.It is important that we ensure dignity and respect for all. Trans people should have access to services they need but in keeping with the ruling.The Government is considering the implications of the Court’s judgment, including what this means for Government buildings. We will follow external advice from relevant advisory bodies.
