Won by LD in its first election in 2024. Covers Horley (Reigate and Banstead), Great Bookham and Fetcham and Dorking. Population 87,890. Recorded crime is 44% below the national average.

Dorking and Horley's MP attracted national controversy in mid-2025 when The Telegraph branded him "the most spineless MP in Britain" -- a verdict connected to a separate story in which he publicly complained about being denied Communion by his church following his voting record, drawing accusations of hypocrisy. Whatever the merits of those attacks, Coghlan has been more active on local issues: in February 2026 he publicly accused Surrey County Council of breaking the law over adult social care reassessments, a move that generated notably positive local coverage. In parliament, his most recent significant votes saw him back Lords amendments to the Victims and Courts Bill and oppose the government's employer National Insurance increase -- both consistent Liberal Democrat positions.

Coghlan votes with his party 100% of the time when he shows up, but his 59% participation rate -- well below the Commons average -- means he is absent for a significant share of divisions. His voting profile places him firmly against tax rises and in support of business interests and parliamentary scrutiny, while he diverges sharply from the government on fiscal policy and the NI increase. He sits on the Treasury Committee, which aligns with his speech activity: economy, jobs, and cost-of-living dominate his contributions, alongside a notable focus on defence. He has spoken 22 times across 16 debates since his election in July 2024.
